Charlton and Woodley cemetery fees (Test Valley)
Current burial and cemetery fees for Test Valley Borough Council, effective 1 April 2026 to 31 March 2027. The council manages cemeteries at Charlton Cemetery in Andover (SP11 0TA) and Woodley Cemetery in Romsey, serving the Test Valley borough in Hampshire.
Test Valley has an unusual fee structure. Since 1 April 2004, the council has charged a combined fee for the purchase of the Exclusive Right of Burial and the erection of a memorial – the two are bundled together. Families who purchased their ERB before April 2004 pay separate memorial permit fees when they come to erect a headstone.
Non-resident fees are double the resident rates across all categories. Former residents who left the borough within the 12 months prior to their death are treated as residents for fee purposes.
Grave purchase (combined ERB and memorial permit)
Since April 2004, the purchase of a grave and the right to erect a memorial are combined into a single fee, including the Deed of Grant.

Memorial restrictions
Memorials covering the whole surface of a burial plot, with or without kerbs, are not permitted in the lawn areas of Andover Cemetery or Charlton (Andover) and Woodley (Romsey) cemeteries. Only headstones, tablets, wooden crosses, or inscribed vases are permitted on full graves. Cremated remains sites in the existing area accept flat tablets set flush with the ground only; the new area accepts upright tablets, crosses, books, or desk-top style memorials.
About Test Valley Borough Council cemeteries
Test Valley is a district in Hampshire covering a largely rural area between Andover in the north and Romsey in the south, with a population of around 130,000. The borough council maintains two cemeteries:
Charlton Cemetery in Andover serves the northern part of the borough, with sections for lawn burial, cremated remains, and children’s plots. A family room is available for hire for pre- or post-burial use.
Woodley Cemetery in Romsey serves the southern area. Both cemeteries operate to the same fee schedule.
The council also operates Test Valley Crematorium. Burial and cremation services are managed by the Community and Leisure team.
