Norwich City Council cemetery fees
Current burial and cemetery fees for Norwich City Council, effective 1 April 2026 to 31 March 2027. The council operates two cemeteries: Earlham Cemetery and The Rosary Cemetery, both of which are Grade II listed. Non-residents pay double the resident rate across all fee categories. Children and babies up to 17 years are buried at no charge, with a 20-year burial grant included.
Norwich has higher cemetery fees than most English councils, reflecting the historic character and limited remaining space at both sites.

Historical graves at Earlham (standard): £1,570 resident / £3,140 non-resident for 50 years, or £1,955 resident / £3,910 non-resident for 100 years. A single-space historical grave (4ft 6in) in the Earlham Eco natural burial area, allocated on an inclusive-charge basis, costs £1,740 resident / £3,480 non-resident.

ERB fees include the memorial fee but exclude the administration charge (£37 resident, £74 non-resident).
Religious faith burials in the designated Muslim and Jewish sections (EEM) are charged at the standard shroud burial and burial grant rates shown above. In the separate Muslim Section 70M, a 50-year burial grant excluding the memorial fee costs £1,600 resident / £3,200 non-resident.

Children and babies up to 17 years receive a free interment and a 20-year burial grant (designated sections). This applies to both residents and non-residents.

Non-resident fees
Non-resident rates are double the resident rate for all services. Non-residency is based on the home address of the deceased at the time of death.
About Norwich City Council’s cemeteries
Norwich City Council operates two cemeteries, both of historic significance:
Earlham Cemetery on Earlham Road is Norwich’s main municipal cemetery. It includes a natural burial area, woodland sections, Muslim and Jewish sections, and designated areas for children. The site is Grade II listed.
The Rosary Cemetery on Rosary Road is one of the oldest surviving commercial cemeteries in England, opened in 1821. It is also Grade II listed and contains Victorian monuments of architectural interest. The Rosary accepts burials in existing family graves and in a limited number of new plots.
Norwich is unusual for the scale of its ERB fees, which reflect the historical importance and spatial constraints of both sites. Families should confirm plot availability directly with the council before making arrangements.
